It means that there are reasons to believe that families have a right to be involved. ‘To justify an act’ is to say that there are sufficient reasons to show or demonstrate that a person has a right to do that act.
Conversely,an unjustifiable act is a wrong act because it is an act which cannot be justified with sufficient reasons. For example,if freedom of speech is a human right,then a teacher must produce a justification (sufficient reasons) for depriving a student of that right. If a teacher cannot justify his action,then his action would be wrong.
